  The following legislation adopted by the parliament has been ratified by the President on July 6, 2000 (22nd Asha, 1407) and hereby it is being published for public reporting:

Act No. 19 of 2000

 

Legislation enacted for the re-preparation of the district council by repeal the amendment law and amendment thereof.

Whereas it is expedient to abrogate the constitution of the district council and amend it with amendment;

Therefore, the following legislation has been enacted as follows:

1. Short title, introduction and application.-

 

(1) This Act shall be called the District Council Act, 2000.

(2) The Government shall, by notification in the official Gazette, determine the date.

(3) It shall be applicable to all other districts of Bangladesh except Khagrachari Hill District, Rangamati Hill District and Bandarban Hill District.

 

2. Definition - In this Act, unless there is anything repugnant in the subject or context -

(A) Temporary chairman means the temporary chairman elected in accordance with the provisions of section 13;

(B) Ward means the limit area as per section 16 for the selection of a member including a female member;

(C) Chairman of the Finance Council;

(D) the prescribed amount determined by the rules;

(E) Council means that the District Council constituted in accordance with the provisions of this Act;

(F) Regulation means the regulations made under this Act;

(G) Rule means the rules made under this Act;

(H) The member of the council is a member of the council reserved for women according to Article 4 (1) (c);

(I) Members of the Council of Ministers, and the Chairman and the Mahila members shall also be unanimous;

(J) Local Authority, Finance City Corporation, Municipal Committee, Upazila Parishad and Union Parishad.

 

3. Establishment of the council. - (1) After the implementation of this Act, in every district as soon as possible, a district council shall be established in accordance with the provisions of this Act and its district council shall be known in the name of the concerned district.

(2) Every zilla parishad shall be a statutory body and its permanent continuity and a common seal shall have the power to hold and hold the right to acquire both movable and immovable property, subject to this Act and the rules and may file it for its name. Or it may be sued.

4. Constitution of the council.- (1) The council shall consist of the following members, namely-

(A) a chairman;

(B) fifteen members; And

(C) Five female members of reserved seats.
