Duties and Functions of the District Administrator, 2011
1. Revenue Administration and Management:
1) Control, supervision of the activities of the revenue offices of the district;
2) Land development tax assessment, recovery, settlement;
3) Maintenance and updating of land records;
4) Providing agricultural and non-agricultural land and other government property;
5) Explanation of acquiring but unused land;
6) Recovering Government Revenue Revenue and Statement of Accounts related to it;
7) Appeal hearing in revenue case
8) Revenue-related complaint investigation;
9) Hat market management and development;
10) Determining the periphery of the market;
11) Process to establish new market area;
12) Other municipal management of the government including Syarat Mahal;
13) Management and supervision of the tea garden land;
14) Record room management;
15) Fake supply of government documents;
16) Vested, dirty, abandoned property and exchange property management;
17) oversee the supervision of Civil Affairs related to government interest;
18) Inter-border cross border dispute;
19) Updation of adyline in the case of embezzlement of land and the formation of the scent map in the land area;
20) Assistance to the General Land Survey Program of the Department of Land Records and Surveys;
21) Supporting the Digital Land Survey Program of the Department of Land Records and Surveying;
22) Creating Union Land Offices;
23) Maintenance and renovation of District Land Offices;
24) Reports related to Revenue and Reports with Government;
25) Eviction of illegal occupation of land belonging to government interests and recovery of khas land;
26) Forest land management as per forest law;
27) Organizing revenue conferences in the district;
28) Implementation of agricultural and non-agricultural land management policies.
29) Government's rehabilitation programs for the poor and landless people, such as the implementation and supervision of the rehabilitation project of Ashrana, Housing, Adarshamgram, cluster and climate tribunal;
30) Implementation of Government's Land Reclamation Policy;
31) Issuance of Procedure and penalty on the instruction of the wise court;
32) Acquisition of decree / decree / order of wise judgment;
33) To undertake initiatives for the introduction of land based system based on the protection of valuable agricultural land from expansion of non-agricultural program;
34. Non-certification certificate for sale / transfer of minor ethnic property;
35) Revenue tribunals and offices of the district;
36) Coaching of General Certificate Officer;
37) Disposal of land registration manual and following the relevant rules;
38. Settling of Saarat Mahal / Hathbazar toll outside the municipality area;
39 Land registration of the municipality;
40) To assist in the formulation and implementation of Land Use Plan;
41. Management of natural resources;
42 Functions related to Coat of Wounds;
43. Establishment matters of revenue administration officers and employees
District Magistrates and Executive Magistrates:
1) Applying all the powers related to the District Magistrates and Executive Magistrates and performing duties and responsibilities in accordance with the Code of Criminal Procedure 1860 and the Criminal Procedure of 1898;
2) According to the Police Act of 1861 and the Police Regulations of 1943, all the powers related to the District Magistrates and Executive Magistrates and to perform the duties and responsibilities;
3) Applying all the powers related to the District Magistrates and Executive Magistrates and according to the jail code;
4) Mobile coat operation according to Mobile Coat Act, 2009;
5) The ability to issue evening laws according to the Special Powers Act, 1974;
6) Applying power according to all minor acts and performing duties and responsibilities;
7) Supervision and monitoring of the magisterial functions of the Additional District Magistrates and Executive Magistrates;
8) Reporting of Executive Magistrates to the Government;
9) Activities related to withdrawal of political and harassment cases;
10) Appointment of additional district magistrates and executive magistrates;
11) Prison Distention;
12) Police Station
13) Send recommendation for appointment to GP, Special GP, VP-GP, AGP, PP, Special PP; And
14) GP, Special GP, VP-GP, AGP, PP, Special PP, Administrative and Establishment related to APP.
3. Public order and public safety
1) Rule, hartal, political tension, labor unrest, etc.;
2) To protect peace between the conflicting parties, take action under Section 144 of the Criminal Procedure of 1898;
3) Control of gangsters, touts, terrorism and smuggling, drug trade etc;
4) Provide detention in accordance with the Special Powers Act 1974;
5) Activities relating to the possession of government property (land, buildings, etc.);
6) Prevention of acid abuse;
7) control of drug abuse;
8) Prevention of violence against women and children;
9) Child marriage prevention;
10) Dowry damages;
11) suppression of militancy;
12) Prevention of trafficking of women and children;
13) Prevention of smuggling;
14) Control the hundi business;
15) Prevent the circulation of the Jalnote; And
16) Resistance to sexual harassment (eve-teasing).
4. Law and order
1) General control over the police department in crime prevention activities according to Police Act of 1861 and Police Regulations of 1943;
2. To perform the duties of the chairman of District Law and Order Committee;
3) To take effective measures to reduce crime trends;
4) To take effective measures to prevent serious crime;
5) The overall law of the district
